the negative interest rate won't apply to the $2.5 trillion worth of excess reserves that Japanese banks already have, but only to new ones. So it didn't change anything today and will hardly change anything tomorrow.
Personally i think this negative interest is just a facade to trick markets, in hope that it will boost the inflation rates which they (japan) are seeking.
Thus i am expecting this week to have a temp rally. However, there are no changes to overall fundamentals.
